The Roscommon County Board of Commissioner’s  met on Wednesday, September 23, 2009 for a regular meeting.  Chairman Nellist called the meeting to order at 10:10 A.M.

 

The Pledge of Allegiance was recited.

 

Roll Call:  Nellist, Melvin, Schneider, Milburn, Stephan.

            1.         Moved by Milburn, seconded by Stephan to approve the agenda as

                        presented.  On roll call:  Ayes:  Melvin, Nellist, Schneider, Stephan,

                        Milburn.  Nays:  None.  Motion carried.

 

Public Comment – Russ Kidd discussed kitchen project in his department.  Larry

Paxton gave Dam Inspection Report.

 

Controller’s Report – Attended meeting for energy program with Consumer’s.

Working on Medical Insurance.  Insurance agent will attend the Department

Head meeting.  Cheryl had payroll training.  Direct Deposit for payroll.  Lois Byrd

working on Brownfield Grant.

Review of monthly reports – Sheriff Department;  Juvenile Detention;  E-911;

 

Visitor- Pattie Wiley, E-911 Director held discussion on GPS System.  How it would

benefit her Department and that it would be more efficient than what they have now.

Cheryl Mollard commented on the Newsletter from MAC regarding the House Bill on

Revenue Sharing.

 

            2.         Moved by Stephan, seconded by Melvin to approve Resolution to

                        petition the court to change the winter lake level of Higgins Lake up

                        to a variance of 3 additional inches (4.62) below the current winter

                        level (4.87) for the winter seasons 2009/2010 through 2013/2014. 

                        Also, begin lowering the lake level in the fall to start no sooner than

                        September 15th and no later than November 1st depending on the state

                        of the lake level at that time. 

 

RESOLUTION OF THE ROSCOMMON COUNTY BOARD OF

COMMISSIONER’S  IN REGARD TO CHANGING THE WINTER

LEVEL OF HIGGINS LAKE FOR THE WINTER SEASONS OF

2009/2010 THROUGH 2013/2014

                       

                        WHEREAS, the Roscommon County Board of Commissioner’s ,

                        pursuant to the Natural Resources and Environmental Protection

                        Act in Part 307 (Inland Lake Levels), MCL 324.30701 et seq. to

                        file a petition which requests that the winter lake level for Higgins

                        Lake be determined and established for the winter seasons of 2009/

                        2010 through 2013/2014; and

 

                        WHEREAS, the seasonable variations of inflow and evaporation

                        of other losses, combined with unpredictable weather patterns

                        which influences the ability to control outflow, can cause the

                        water level of Higgins Lake to vary to a degree which could be

                        harmful to some of the property owners’ interests; and

 

                        NOW THEREFORE BE IT RESOLVED, that legal counsel on

                        behalf of the County initiate proceedings by petition to the Roscommon

                        County Circuit Court for determination and establishment of a winter

                        lake level (s) of Higgins Lake for the winter seasons of 2009/2010

                        through 2013/2014; and

 

                        BE IT FURTHER RESOLVED, that the Roscommon County Board

                        of Commissioner’s shall serve as the delegated authority under the

                        provisions of Part 307 of the Natural Resources Environmental

                        Protection Act, and upon the Court Order determining the winter

                        levels of Higgins Lake for the winter seasons of 2009/2010 through

                        2013/2014.

 

                        On roll call:  Ayes:  Milburn, Stephan, Nellist, Melvin, Schneider.

                        Nays:  None.  Motion carried.

 

            3.         Moved by Milburn, seconded by Stephan to authorize Second

                        Chance Academy to purchase a 2006 Chrysler Town and

                        Country van in the amount of $11,075.00 and increase their

                        revenue and expenditures budget accordingly.  On roll call:

                        Ayes:  Melvin, Schneider, Nellist, Milburn, Stephan.  Nays:  None.

                        Motion carried.

 

            4.         Moved by Melvin, seconded by Milburn to approve and accept

                        Treasurer’s report as presented.  On roll call:  Ayes:  Schneider,

                        Melvin, Nellist, Milburn, Stephan.  Nays:  None.  Motion carried.

 

Committee Reports

Stephan – Attended Commission on Aging Board meeting on the  16th of September.

Houghton Lake Improvement Meeting on the 22nd of September.  They have the

GPS system.

Melvin – Attended Department of Human Services Meeting and signed contract

for Friend of the Court State funding.  Head Start – No Funding.  Attended Golf

Outing Fundraiser at the Ye Olde Country Club on Saturday.

Milburn – Attended Commission on Aging meeting with Pam.  Second Chance

meeting Monday at 8:30.  Met New School Superintendent. 

Schneider – Discussed Planning Commission letter he received through e-mail

from Elk Rapids regarding budget and finance.  Department Head meeting on

Tuesday, September 29, 2009 from 3:00 – 4:30 p.m. for Department Heads only.

Milburn and Schneider will run meeting.

Nellist – Attended Northern Michigan Counties meeting on Monday.  Problems

should be handled by Drain Commissioner.  MAC talked about budget and

revenue.  Housing meeting 9-29-09 at 3:00 p.m.

 

Public Comment – Randy Stevenson, Sheriff spoke to Commissioner’s regarding

$400,000.00 Grant (Rural Policing) he received from State.  Hiring two new

Deputies.  Bill Ancel made a brief report on Mental Health.

 

            5.         Moved by Stephan, seconded by Milburn to adjourn meeting.

                        Ayes:  Melvin, Nellist, Schneider, Milburn, Stephan.  Nays:  None.

                        Motion carried.
