The Roscommon County Board of Commissioner’s met on Wednesday, January 24, 2007 for a regular meeting.  Vice-Chairman Jim Smolarz called the meeting to order at 10:00 A.M.

 

Roll call:  Nellist, Smolarz, Milburn, Souder.  Absent:  Mead.

 

The Pledge of Allegiance was recited.

 

Also Present:  Herb Weatherly;  Ron Eno, Equalization Director;  Lois Byrd, Higgins Lake Roscommon Chamber of Commerce:  Rick Meeks;  Harold Smith;  Glenn Schicker,

Houghton Lake Resorter;  Bill Ancel;  John Bawol, E-911 Director;  Steve LeMire, Lt. Sheriff’s Dept.;  Fran Staley, Sheriff;  Patricia Marshall, Housing Director;  Julie Peters,

County Treasurer; 

 

            1.         Moved by Milburn, seconded by Souder to approve the agenda and

                        add motion #3 travel vouchers and add public comment.  On roll call:

                        Ayes;  Nellist, Souder, Smolarz, Milburn.  Nays:  None.  Motion carried.

                        Re:  Report for Water Resources Data, Michigan, Water Year 2005

            B.         D.E.Q.

                        Re:  Permit for Higgins Lake Dam.

Visitor

 

Herb Weatherly spoke in regards to letter from DEQ regarding Dam (Higgins Lake) permit.  He requested letter from Commissioner’s with revised plans for DEQ.  He also spoke on USGS charges for Dam levels reading with phone.  Need to find out if County owns or controls USGS.

 

Pat Marshall, Housing Director presented her year end report and grant status with an

overview of Housing Programs and funding.

 

            2.         Moved by Milburn, seconded by Smolarz pursuant to Public Act 578 of

                        2006, move to approve fee of $20.00 for the filing of a waiver for good

                        and sufficient cause shown for delivery of the marriage license

                        immediately following application.  The Funds from this fee will be

                        deposited in the General Fund.  On roll call:  Ayes:  Souder, Milburn,

                        Smolarz, Nellist.  Nays:  None.  Motion carried.

 

            3.         Moved by Nellist, seconded by Milburn to authorize Chairman, Larry D.

                        Mead to sign attached Community Development Block Grant (CDBG)

                        from MSHDA for the Housing Commission.  On roll call:  Ayes:           

                        Smolarz, Milburn, Souder, Nellist.  Nays:  None.  Motion carried.

 

            4.         Moved by Souder, seconded by Milburn to approve policy for all

                        travel vouchers to be turned into the department where the employee,

                        commissioner or elected official works.  Vouchers are to be submitted

                        at least quarterly to be reimbursed.  Receipts for all expenses must

                        accompany the voucher to be paid and will be processed through

                        Claims and Accounts.  On roll call:  Ayes:  Nellist, Smolarz, Milburn,

                        Souder.  Nays:  None.  Motion carried.

 

Committee Reports

 

Lowell Souder attended the Commission on Aging meeting.  The Commission on Aging will have an employee hand book approved next month.  Lowell also attended the Michigan Works Meeting.

 

Ed Nellist attended the Northern Michigan County Association Meeting.

 

Public Comment

 

Bill Ancel informed the Commissioner’s that a Hazardous Waste Collection will be held two times a year. One in Spring and one in Fall.

 

            5.         Moved by Milburn, seconded by Nellist to adjourn meeting.  On roll call:

                        Ayes:  Nellist, Smolarz, Milburn, Souder.  Nays:  None.  Motion carried.
