The Roscommon County Board of Commissioner’s met on Friday, October 27, 2006 for a Special Meeting.

 

Meeting called to order at 1:00 P.M. by Chairman Mead.

 

Roll Call:  Nellist, Mead, Smolarz, Milburn.

Absent:  Pacella.

 

The Pledge of Allegiance was recited.

 

Also Present:  Terry MacKillop, Animal Control Director;  Liz Macdonald;  Pat Regel;

Ron Eno, Equalization Director;

 

            1.         Moved by Nellist, seconded by Smolarz to approve the Agenda.  On roll

                        call:  Ayes:  Milburn, Mead, Smolarz, Nellist.  Nays:  None.  Motion

                        carried.

 

            2.         Moved by Mead seconded by Nellist to establish the following policy for

                        bid process for any County Project.  All bids shall be opened at a public

                        Board Meeting.  A committee consisting of the Committee Chair and

                        another assigned Commissioner will do the research on a particular bid

                        along with any staff that has the expertise or knowledge that would be

                        helpful in making a recommendation.  The recommendation will come

                        before a Board Meeting of all Commissioner’s to be voted on.  On roll

                        call:  Ayes:  Smolarz, Mead, Milburn, Nellist.  Nays:  None.  Motion

                        carried.

 

            3.         Moved by Nellist seconded by Smolarz to award the snow-plowing

                        contract to Korbinski Snowplow for the 2006-2007 year for the

                        Houghton Lake Community Center beginning on November 1, 2006 and

                        ending on April 30, 2007 pursuant to Korbinski providing the County

                        with certificates of insurance and workmen’s comp certification.  On

                        roll call:  Ayes:  Milburn, Smolarz, Mead, Nellist.  Nays:  None.

                        Motion carried.

 

            4.         Moved by Smolarz seconded by Milburn to award the snow plowing

                        contract to Automatic Rain for the 2006-2007 year for the St. Helen

                        Community Center beginning November 1, 2006 and ending April

                        30, 2007 pursuant to Automatic Rain providing the County with

                        certificate of insurance and workman’s compensation certification.

                        On roll call:  Ayes:  Nellist, Mead, Smolarz, Milburn.  Nays:  None.

                        Motion carried.

 

            5.         Moved by Nellist seconded by Mead to award the snow plowing contract

                        to S & J Excavating for the 2006-2007 year for the Roscommon Facilities

                        beginning on November 1, 2006 and ending April 30, 2007 pursuant to

                        S & J providing the County with certificate of insurance and workman’s

                        compensation certification.  On roll call:  Ayes:  Milburn, Smolarz,

                        Mead, Nellist.  Nays:  None.  Motion carried.

 

            6.         Moved by Milburn seconded by Smolarz to award the generator contract

                        to Advantage Electric in the amount of $9,275.00.  On roll call:  Ayes:

                        Nellist, Mead, Smolarz, Milburn.  Nays:  None.  Motion carried.

 

            7.         Moved by Milburn seconded by Smolarz to award Commission on Aging

                        cleaning bids for the 2006-2007 year (November 6, 2006 ending October

                        31, 2007) as follows:  ROOC – St. Helen Center $550/month, Roscommon

                        Center $485/month.  KB Cleaning – Houghton Lake Center $750/month.

                        On roll call:  Ayes:  Nellist, Mead, Smolarz, Milburn.  Nays:  None. 

                        Motion carried.

 

            8.         Moved by Milburn seconded by Smolarz to adjourn meeting.  On roll call:

                        Ayes:  Nellist, Mead, Smolarz, Milburn.  Nays:  None.  Motion carried.
