The Roscommon County Board of Commissioners met on Wednesday, March 8, 2006 for a regular meeting. Chairman Mead called the meeting to order at 10:00 A.M.
Roll Call: Smolarz, Nellist, Mead, Milburn. Absent: Pacella.
The Pledge of Allegiance was recited.

1. Moved by Nellist, seconded by Smolarz to approve the agenda and amend
motion #6 from $10,000.00 to $5,000.00. On roll call: Ayes: Milburn,
Smolarz, Mead, Nellist. Nays: None. Motion carried.
Public Comment
Sheriff Fran Staley spoke regarding lack of communication between him and the Board of Commissioner’s.
2. Moved by Smolarz, seconded by Milburn to approve Class A Bills and Claims
and Accounts for a grand total of $939,271.81 . On roll call: Ayes: Nellist,
Mead, Smolarz, Milburn. Nays: None. Motion carried.
3. Moved by Milburn, seconded by Smolarz to approve Treasurer’s Report dated
February 28, 2006. On roll call: Ayes: Mead, Nellist, Smolarz, Milburn.
Nays: None. Motion carried.

4. Moved by Smolarz, seconded by Mead to appoint Ed Nellist, District 1
Commissioner as the liason between the
County police agencies. On roll call: Ayes: Nellist, Mead, Smolarz. Nays:
Milburn. Motion carried.
5. Moved by Mead, seconded by Smolarz to appoint Ed Nellist, District 1
Commissioner to the STING Board effective this date. On roll call: Ayes:
Mead, Nellist, Smolarz. Nays: Milburn. Motion carried.
6. Moved by Mead, seconded by Nellist to approve the attached rates, rules and
regulations as to the use of any
centers, jury room, commissioner’s meeting room effective March 1, 2006 as
presented. On roll call: Ayes: Smolarz, Milburn, Nellist, Mead. Nays:
None. Motion carried.
7. Moved by Nellist, seconded by Mead to create a new Capital Project Fund
410 for the new Courthouse Construction. On roll call: Ayes: Smolarz,
Mead, Nellist. Nays: Milburn. Motion carried.
8. Moved by Smolarz, seconded by Milburn to create a new Capital Project
Fund of 420 for construction for future Animal Shelter. Donations that are
currently in the Trust and Agency Account will be moved to this fund. On
roll call: Ayes: Smolarz, Nellist, Mead, Milburn. Nays: None. Motion
carried.
9. Moved by Nellist, seconded by Mead to create a new Special Revenue Fund
of 211 for Animal Shelter invoices that have previously been paid from Trust
and Agency Fund. Revenues and expenditures will be $5,000.00 also to be
moved from Trust and Agency Fund. On roll call: Ayes: Smolarz, Nellist,
Mead, Milburn. Nays: None. Motion carried.
10. Moved by Mead, seconded by Smolarz due to budget restraints and gas prices,
move that no county vehicle will be driven home with the exception of the
Sheriff, Undersheriff, K-9 Unit and Animal Control. On roll call: Ayes:
Mead, Smolarz, Nellist. Nays: Milburn. Motion carried.
Committee reports
Jim Smolarz –
Ed Nellist – There will be a meeting on Thursday in Alpena with DNR regarding deer
population.
Marc Milburn – He attended a meeting with the Economic Development and mentioned
dues being due.
Public Comment
Chris Nieman, Conservation Officer spoke about the Conservation Expo being held March 25, 2006 and encouraged the public to attend.
Cheryl Mollard told Commissioner’s that Jim Anderson,
2005 Audit report ready by the end of April.
